Analyzed six potential railroad merger candidates for Burlington Northern Railroad, recommended and conducted acquisition discussions with two, ultimately leading to decisions not to acquire. 

Developed federal cost reimbursement regulations for railroad commuter services and subsidized branch line operations, eliminating $75 million in annual cross subsidies between public and private services. 

Created a train dispatching computer simulation model to determine railroad capacity constraints and the impacts of the addition of trains to specific railroad lines.
